Users will gain the ability to create Shorts using digital avatars, generate games from text descriptions, and experiment with music composition.

“Throughout this evolution, AI will remain a tool for self-expression, not a replacement for creators,” Mohan emphasized.

Integrating AI into the Shorts ecosystem has become a key strategic priority for YouTube. Back in September, the platform introduced a special version of the Veo 3 video generator, launched new remix tools, and rolled out Edit with AI. Earlier, YouTube also unveiled image-to-video conversion, enabling users to turn images into six-second video clips.

User Protection

YouTube will introduce labeling for content created using its internal AI tools, and creators will be required to disclose the use of generative models.

At the same time, the platform is upgrading its Content ID system. New algorithms will allow artists and rights holders to track and control the use of their likeness and voice in AI-generated videos.

“As a systemic measure, we support key legislative initiatives such as the NO FAKES Act to protect creative integrity in the digital age,” Mohan added.

Fighting Low-Quality Content

A core strategy will be combating AI slop — large-scale, low-quality digital content produced by artificial intelligence.

“As an open platform, we allow a wide range of expression, but we also want YouTube to remain a place people genuinely enjoy spending time,” Mohan said.

In this effort, YouTube is developing “robust systems that effectively tackle spam and clickbait,” while also reducing the spread of repetitive videos.

According to Mohan, AI should serve as a bridge that “connects curiosity with deep understanding.”

The platform already actively uses AI to improve accessibility. In December, more than 6 million users watched videos with automatic dubbing for at least 10 minutes every day.
